super subplot

Was plugging along on a superpowers story, and I decided to put in  a subplot about someone who thinks the stories about random powers are just stories, it's a conspiracy.

Then he gets powers.

Needless to say, he can fit that in, it's a conspiracy to silence him, but I've got to give him powers.  I was toying with the idea of hand-picking them to make him more comic, but powers in this world are random. 

I can make random powers funny in his hands.  Especially if he thinks that no one will believe him if he uses them -- instead he virtuously refuses to show the purity of his knowledge.
