Published in 1944. An analysis of government authority vs. liberty.

Covering such topic as the Rule of Law -- which does not mean that everything officials do is sanctioned by law, but that the citizen needs to consider the law, not the official, to determine what is forbidden. The necessity of control in order to plan, such as what occupations people may hold. (Discusses how some authors try to evade it but let it slip.) The historical progression toward "planning" and more.
