I pondered it, and my muse decided to play with it.
One big problem with this is keeping focus. I've noticed such stories tend to be named after their settings, which work as united forces. Even in Rick Cook's Limbo System where the setting is a solar system.
But another, I discover as I write, is assembling. You need some kind of bridging conflict bringing people on stage, and attention shifting around. Otherwise the first character to appear may dominate by default. And certainly as I started to outline, the character whose original idea inspired the assembly does appear prominently. . . .
Perhaps it's an POV problem and I can change focus by having the others take center stage.
