dragons and factories

Was philosophically contemplating the prospect of mixing up dragons and other such monsters with modern technology. . .

You'd have to put it underground. Which would explain dwarves.

Or else have heavy-duty enchantresses diverting attention from it.

Of course, do that, and the next thing you know, characters are going to be deploying the stuff from the factories to get rid of the dragons and other monsters. No one's going to live with them if they don't have to.
