So the heroine has a recipe book.  

For superpowers.

Many of them not major, and all of them telling her personality requirements but not going into detail about why they are required.  (It's her grandmother's notes, mostly intended for herself, not her granddaughter.)

She has to start using them.  

I need something to happen to inspire her to do so, because she's the cautious type, and all she has is the knowledge that her grandmother didn't turn anyone into a rampaging monster -- that she knows of.

She's going to need some motive to start.  Preferably one that involves some problem. . . .
